March 2003: The area west of St. Louis Place Park is dotted with HUD scattered site houses. They are not pretty, but they can at least form a quasi-urban cluster by being sited shoulder-to-shoulder. They stand as the only development in this area in nearly a hundred years -- and on some blocks, the only buildings remaining at all.
